- 젠더 예산분석의 사례 -
여성예산조치(Women's Budget Initiative, WBI)라는 프로젝트를 1996년부터 수행. 시작 첫해인 1996년에는
노동, 복지, 주택, 교육, 공공서비스 부문의 예산 및 조세제도를 성 인지적 관점에서 분석하였고, 1997년에는
보건, 농업, 치안부문의 예산을, 1998년에는 지방정부의 예산을 분석하였다. 정부가 무한한 자원을 가지고
있지 않다는 현실을 인정하여 성 인지적 프로그램에 예산할당을 제안할 경우 예산의 우선순위 재조정,
예산항목의 결합 등을 통해 예산이 절감될 수 있는 방안도 동시에 제시하였다. WBI의 수행을 통해 예산상의
비효율을 줄이고 여성의 요구에 효과적으로 대응하게 되었다는 평가를 받았다.
- Examples of Gender Auditing -
The project entitled Women’s Budget Initiative (WBI) was first carried out beginning in 1996.
In the inaugural year of 1996, the project carried out a gender perspective analysis of the tax
system as well as the labor, welfare, housing, education, and public service department budgets.
The budgets of the health, agriculture, and security departments followed in 1997, and in 1998
the project analyzed regional government budgets. Recognizing the limited nature of the government's
resources, in cases where allocation for gender perspective programs was advocated, simultaneous
measures to reduce the budget by reprioritization or combination of budget items were proposed. WBI's
achievements were evaluated as having reduced budget inefficiencies and as having effectively coped
with women’s demands.
